I've had a breakthrough, it half pings now.

jonsmirl at terra:~$ ping6 -s aaaa::1 aaaa::2:1ff:fe01:0101
PING aaaa::2:1ff:fe01:0101(aaaa::2:1ff:fe01:101) 0 data bytes

There was a place that needed a __packed__ that was missing it. That's
what was cause the messed up receives.

Now I need to figure out why neighbor cache entry incomplete...

In udp_send
upper_layer_len 23 ext 0
Sending packet with length 63 (23)
tcpip_ipv6_output: neighbor cache entry incomplete
Event timer expired
Sender sending to:  fe80:0000:0000:0000:6466:6666:6666:6666
