They are not FCC certified. As shipped, they are not intentional
radiators (they have no firmware to do that). If you make they
intentionally radiate (by running transmit code on them) then that's
between you and the FCC.

They are intended to be used as development tools. If you plan to make
a product with them you need to get an FCC id -- or whatever approvals
are necessary for your product.
